Jasper Meadows Neighborhood Park

swingsetDevelopment of Jasper Meadows Neighborhood Park is underway.

Situated on a half-acre parcel of land in a new residential subdivision at the southeast edge of Springfield, the new park is bounded by wetlands to the south, west and north, and by South 57th Place to the east.

The park property has been generously donated to Willamalane along with 12 acres of wetlands by the developer of the neighborhood, Crossroads LLC. Consistent with the donation agreement, Willamalane will develop the half-acre site as a small neighborhood park, in order to help meet the basic recreation needs of residents in this fast-growing area.

Improvements include a playground with play structure, swings, and sand play area, basketball court, picnic area, concrete pathways, seating, lawn area and landscaping. All improvements will meet or exceed safety and accessibility requirements.

At this time, only the neighborhood park is proposed for development. At a later date, Willamalane will develop the 12 acres of wetlands as a Natural Area Wetland Park, with paths, boardwalks, and interpretive signage. Construction should be completed by Spring 2008.

Development of this new park has been made possible by a $96,000 Local Government Grant from the Oregon Park and Recreation Department.

Park and Recreation System Development Charges

Park and Recreation SYSTEM DEVELOPMENT CHARGES are fees assessed on new development.

Their purpose is to fund all or a portion of capital facilities needed for growth, and to shift the burden of growth costs from current residents to new development.

The Oregon SDC Act requires a “methodology” for showing how SDCs are developed. Willamalane’s SDC Methodology was updated in 2006, and park and recreation SDC rates were set based on this analysis. The methodology provides for annual adjustments to the SDC rates, effective at the beginning of each new calendar year.

Documents detailing the new methodology and rates are available below. If you have questions about Willamalane's SDCs contact Rebecca Gershow at (541)736-4052
